Board of Health · Meeting of September 15, 2026
Oakham Board of Health hears hours of testimony on Coldbrook junkyard order, takes no vote. Vice Chair Lucille A. DiLeo conducted the hearing, where attorney Aaron Lang of Foley Hoag asked the board to rescind its cease-and-desist order against ZOVL Properties LLC at 358 Coldbrook Road and let the 42.9-acre former auto salvage yard proceed toward redevelopment as a Moraga Storage LLC battery energy storage facility.
DiLeo said 2022 sampling by consultant SWCA looked "cherry-picked" after walking the full parcel three times herself. More than ten residents, including Matthew Broderick and Planning Board Chairman Phil Ormes, urged the board to hold firm, citing aerial photos showing roughly 4,000 vehicles once on site and unresolved groundwater and wetland concerns. The board voted unanimously to close the hearing and continue deliberations to a date not yet set.
