Board of Health · Meeting of October 8, 2026

Oakham's Board of Health voted 3-0 to continue its cease-and-desist fight with Zoval Properties LLC over contamination at 358 Colebrook Road, pushing a decision to November 12. Vice Chair Lucille DiLeo said an underlying report found the site "contaminated to the point where the Mass Department of Environmental Protection should be notified," while Chair Barbara Piucci said Zoval never submitted a required cleanup plan or sought an extension. The board's attorney advised members they cannot dictate specific cleanup methods, only require an end result.

Separately, the board voted 3-0 to sign and submit a licensed site professional's report to DEP on the long-overdue closed landfill at 201 South Road, where post-closure monitoring has not occurred since 1999; Piucci estimated the cost at roughly $25,000 per testing round, with no funding source yet identified. Clerk Elizabeth Weeks asked whether the Select Board should be briefed before the DEP filing.
