Oakham Select Board Sends Wetlands Bylaw to Planning Board, Sets Long Road to Town Meeting

OAKHAM — November 10, 2025 — Oakham Select Board advances wetlands bylaw and debates private road plowing ahead of winter. The board on November 10 accepted a draft Wetlands Conservation Bylaw from the Conservation Commission, forwarding it to the Planning Board and Finance Committee as the first steps toward a possible annual town meeting vote in May, but cautioned that the town must first verify whether it has ever formally adopted MGL Chapter 40, Section 8C, the statute authorizing conservation commissions, before any bylaw can legally proceed. Conservation Commission member Sean Seeley said the proposed rules — which would establish 200-foot vernal pool buffers, cap nearby noise at 45 decibels, and allow fines up to $500 per day — are needed because "DEP is unresponsive" to an active wetlands violation at 358 Folder Road and the town currently has no enforcement tools. Separately, residents of the privately owned Skyline Drive and Old Schoolhouse Road subdivision appeared to raise concerns about snow removal ahead of winter, but the board deferred substantive discussion to the November 24 meeting, noting town counsel has advised that the town has no legal authority to compel developer Longview Estates or its attorneys, Spillane and Spillane, to provide road acceptance paperwork. The board also unanimously approved a day off for all Highway Department employees on the day after Thanksgiving, contingent on no snow event.
